Africa Training Programs

Synergy Consulting conducted a series of training sessions for Government Ministries and Government Agencies in West Africa as a capability building exercise on project financing. The project aims to inform key policy makers and administrators in the region on Public-Private mechanisms for attracting and stimulating greater investments in infrastructure projects in the indigenous regions.

The training programs included introduction to project financing and key commercial and contractual aspects involved in drawing up key project documents including EPC and O&M contracts with a view towards improving their bankability for IPPAN (Independent Power Producers Association of Nigeria). For government entities in Ghana and Cameroon, a series of sessions were conducted on project finance, contractual analysis, financing agreements and power purchase agreements, as well as key insights into the setting of tariff/price structures for such projects.

Another session on payment security and credit enhancement products provides an overview of the techniques used to enhance payment security when the offtaker is constrained by a lack of financial independence, sufficient access to credit or a limited track record; with options including letters of credit, cash escrow accounts, compensation on termination and government guarantees of PPA payment obligations. The session also covers Credit Enhancement products, which help developing countries attract private and debt financing for development projects by providing guarantees and risk insurance to Equity investor and Lenders.

This series of sessions conducted in Cameroon, Nigeria and Ghana is expected to play a crucial role in expanding the ability of government agencies to attract investment in power and other infrastructure projects at attractive terms and increase lender support from multinational Development Finance Institutions and commercial banks.
